The meeting of the Universal City Citizens
Police Academy Alumni Association
was called to order by Ed Sheeran at
1832 hours on Wednesday
16 December 2009 at the UC Public Works
Building. There were (22) members
and UCPD Liaison Officer, Lt. Fernando
Parra present.
· Albert
led the Pledge of Allegiance.
Ed recognized and thanked
Gary Stein for his help with the transition from Gary’s term as President
(2008) to his own presidency for 2009. Also for Leon Franklin for his support
and advise thru the year of 2009. Thanked Thomas Ingle for keeping up with the
U.C.C.P.A.A.A.’s website and the Budget. Thanked Kris England for all her hard
work with covering all the details in the Minutes and to all the members who
volunteered thru out the year. He expressed that he was proud to be apart of
the U.C.C.P.A.A.A.
Felicia Skrocki asked for motion to install.
John motioned it, seconded by Lane Hibbard. There was no request for
discussion. Voting done by members and all (22) present voted for the officers
to be installed for 2010. Leon Franklin was installed as President, Kris
England as Vice-President, Susy Williams as Treasurer and Eva Hickman as
Secretary.
The Minutes by Kris England from the 18
November 2009 Meeting were approved by all (22) members in attendance.
Tom
Ingle e-mailed the most recent report to all members. The
Treasurer’s Report was approved by all
(22) members in attendance.
Incoming President Leon
Franklin took over the meeting. He thanked Ed Sheeran (out going President,
2009) and Tom Ingle for their support, and that he will continue the present
commitment to work with the U.C.C.P.A.A.A. in support of Our Mission and
Purpose. He introduced the new Officers, Kris England, Vice-President, Susy
Williams, Treasurer, and Eva Hickman, Secretary. And in the upcoming January
Meeting will give the update on the 2010 proposed Budget.
* Blue
Santa Program:
Update by Ken Kraemer:
Thanked everyone who has helped out, thanked
Patti for doing the shopping and Felicia (& others) who did the gift
wrapping, etc. He was impressed by the large amount of quality toys that have
been donated by members of the Community. Also (3) more families in need were
added at the last moment that will be receiving assistance. Besides all the
toys, the members of the Community have donated large amounts of money as well.
The final totals of the money donated thru the help of Mr. Gatti’s Pizza should
be between $900.00 & $1,100.00. He expressed his thanks to the members of
the Alumni that attended and volunteered their time to the Fundraiser at Mr.
Gatti’s and to Judy & Al Henton for manning the Children’s Fingerprinting
Booth. At this time (20) turkeys are being held at H.E.B. for the Alumni, and
he requested from members to provide (3) or (4) coolers to store the turkeys in
when there are picked up from H.E.B. There total number of families in need
that are signed up is (18) and a total of (48) children. To the family, which
will not be in town, the toys for those children will be handed out on Friday
morning. Concerning the Blue Santa Party on the 20 December at
Olympia Hills Golf & Conference Center, Alumni Members are welcome to come
but to refrain from bringing their children in respect of those needy children
who will be in attendance in case they might attend the same school(s) as those
in need. So far the funds spent on the Blue Santa Program is at about
$1,600.00, when done the total amount spent should be about $2,000.00. That
about $3,400.00 should be available for the 2010 Blue Santa Program. The Party
on 20 December is from 1:00 p.m. to 3:00 p.m., with cut off so that clean up
can be completed by 4:00 p.m. The Golf course personnel will take care of the
set-up and clean up afterwards. These families
will be receiving gift cards as well as receiving a turkey, fruits, and
candy. There were lots of small stuffed
toys (97) donated that will be handed out by Blue Santa on Christmas Day along
with crayons and coloring books to those children living in the lower income
and other complexes in U.C. If there are
any turkeys left over from the Party, they to will be handed out by way of a
raffle (no fund, drawing of a ticket) on Christmas Day. Members are encouraged to wear “their green
shirts” if they attend the party on the 20th.
* Gift Wrap Booth @ R.A.F.B. BX on 18
December 2009:
Update by Mike & Felicia: They
need volunteers, so far only
Neil, Elfi & Felicia are scheduled to
work the booth. Felicia, passed around a
Sign up sheet for those who wish to volunteer.
The hours for the booth are from
0900 hours to 1900 hours. Last year the
booth earned $400.00. Volunteers can
Wear their “Green UCCPAAA” shirts, but
should not wear fatigues or military
clothing to this event.
* Windbraker Jackets:
Update by Gary Stein on the
Windbreaker Jackets, last month,
members’ in attendance, opted to see
the heavier, better quality jackets from
KD Logo. After the meeting is
adjourned, those who wish to try on and purchase
Jackets can do so. The sizes available
are S-M-L-XL & XXL. Cost break down
Are: S to XL is $21.00 and the XXL is
$23.00 for just the jackets. If you wish to
have your Name embroidered the cost is
an additional $5.00 and if you want to
have the U.C.C.P.A.A.A. logo
embroidered it would be an additional $10.00.
A motion by Ed Sheeran, which was
seconded by Dan Hancock was made and
Approved by vote (16) for and (2)
against, that payment by the member should
be received prior to the orders being
placed for the jackets.
* Police Bikes:
Update
by Leon Franklin: The safer replacement shifters
have been installed on the Police
Bikes. The ones removed will be retained
in case they are needed at a later
date. The cost of the replacements were
taken from the funds that had already
been previously approved for the
bike repairs.
* Upcoming C.P.A. Class:
Update by Leon Franklin: The Class will be
sometime
in March 2010. So far (17) have signed
up, Persons residing in U.C. have
priority, (3) of which are non-resident
attendees.
Lt. Fernando Parra:
Requested
input & suggestions from the members concerning the contents/criteria of
the upcoming CPA Class be provided to Sgt. Steve Mihalski.
There is
a possibility that the Crime Scene Scenario will be covered longer and broken
down into two parts on just the scene work. Content to be changed to keep it
current. Some members voiced a desire for a tour of U.C.P.D. as well as the one
to the Jail. Lt. Parra also suggested that a rental of a van for transport for
class attendees going on the Jail Tour be used apposed to doing the carpooling
to the location. Prices will be checked out closer to the date of the
tour. Dan Hancock also asked that if
space is available could other members of the Alumni also go on the Jail tour.
Lt. Parra said that would be addressed when the tour is set up. The Jail tour
is always subject to change and is based on what Jail is being toured and what
they allow.
He also
gave a brief explanation on the arrest of the SAPD Officer arrested in UC for
domestic violence to his wife. They only special treatment was that the
Officer’s employer were notified but those non-police officer cases, the
person’s employers are not notified. Also that when booked the Officer is not
placed in with the general jail population, but kept separate to insure the officer’s
safety.
Concerning
vehicle and home burglaries in our community, they are up right now, which is
normal for this time of year and should decline after the New Year. The Sunrise
Canyon Apartments has been hit real hard this year.

Donations from the
Association:
Details on what is covered by the By-
laws concerning donations
taken from Association funds were gone
over and discussed.

Snowfest 2010
Event:
Mike gave update on
Snowfest 2010. He was trying to find out if the members wanted to have a booth
at the event (there is a fee of the booth). The idea of selling popcorn had
already been decided against. Felicia voiced the fact that $250.00 had
already been set aside for this event and could that money be used as just a
donation to the event without having a booth. Per Kris, more information will
be provided at the January meeting as to what is needed. Kris indicated the
updates would be more details as it gets closer to the actual event date since
it is still in the planning stage (13 February 2010). The Gateway Newsletter
will also have details concerning the event. The event itself is a way for the
local children to see and play in the snow. Also it will be U.C.’s 50th
Anniversary as well. It will be held at the U.C. Park, there will be either a
train ride or hayride done as well. Dan Hancock suggested instead of selling
stuff why not set up the Children’s Fingerprinting Booth and maybe someone from
UCPD could also be present to hand out the UCPD tattoos to the children. That
the $250.00 set aside already could be used towards that idea. It was decided
to wait until the January meeting when more of the details are known. The main
thing is to show Community goodwill.

Address for Officer
Morales currently on Deployment Overseas
Everyone was emailed about
his address and the website to check out far as what makes good items to send
to soldiers. Ed Sheeran indicated that when a soldier receives packages, the
soldier would keep those items he/she wanted to keep and that the other items
would them be placed in the common area to be enjoyed by other soldiers.
UCPD Officer Brian Tyler,
is currently at Lackland AFB, awaiting deployment.
Leon Franklin asked if
there was any more new business to be discussed and Tom Ingle indicated that
there were two checks that needed to be given as reimbursement: (1) to Felicia
& Jerry Skrocki for ($123.43) Blue Santa and Veterans Day Parade and (1) to
Gary Stein for $130.00. Motion by Ed Sheeran and seconded by Dan Hancock. All
members in attendance voted Yes and the motion was carried.

Schertz CPA attendance at 20 January 2010 Monthly Meeting:
Members from the Schertz
CPA will be in attendance of our January Meeting to get some ideas on how to
make their CPA better. They want to increase their member participation.

The meeting was
adjourned at 1957 hours.
After
the Meeting was adjourned a hat was passed around and those who wished to
donate money to be given to UCPD Officer Anthony Nolden who is out of extended
medical leave was counted by Ed Sheeran and Eva Hickman, which came to $366.00.
The money donated was given to Leon Franklin, who would continue to take in
additional money until a later date and would then have it and a card that he
would present to Officer Nolden. This
donation and update will be given at the Jan meeting.
