Call to Order:
· President Leon Franklin called the meeting to order at 1835 hours.
· There were (24) Members, (4) Board Members, Police Liaison Lt. Fernando Parra, and Guest Speakers: U.C.P.D. Officer Dave Hill and Lou Ann Shircliffe of the Friends of The Universal City Library.
Pledge of Allegiance:
· The Pledge was led by Jerry Skrocki
C.P.A. Class Refreshments Update-Karen:
· A sign-up sheet for volunteers to provide refreshments during the class dates was passed around. It was decided that persons who volunteered would be contacted thru email to remind them of the date they signed up for providing refreshments.
Approval of February Meeting Minutes- Eva:
· February Minutes were sent out per email by Eva Hickman. Motion to approve placed by Steve Polk, seconded by Felicia Skrocki. It was approved unanimously.
Approval of Treasurer's Report- Susy:
· Treasurer's Report was sent out per email by Susy Williams. Motion to approve placed by Ed Sheeran, seconded by Dan Hancock. It was approved unanimously.
OLD BUSINESS:
· Update on Operations Trailer- Leon:
The trailer was delivered to UCPD. Even thought it had not been fitted with the Graphics, etc it was set up so that the Members of City Council could see it during the City Council Meeting. The Graphic Package has been ordered out of Michigan. The date for completion is not known at this time. More updates to follow at the April Meeting.
· C.P.A. Class Update- Karen:
Karen Blessing gave update on the next C.P.A. Class which will start on 30 March 2010.
She requested volunteers to help with putting the class binders together. This would be done at P.D. Time and date to be announced later. Leon stated that only (2) or (3) volunteers would be needed to put together the binders. He also stated that this class will be the first one held at the U.C.P.D. Training Room. Karen also asked if anyone knew of anyone that would be interested in attending the class to contact them because they had some cancellations.
· Crime Prevention Update- Dan:
Dan Hancock went over the “new” brochures that were made concerning Crime Prevention. He had emailed copies of it to the alumni. Another useful tool in preventing identity theft is the shredding of no longer needed documents. The “new” brochures address everyone, not just the Senior Citizens of Our Community. The brainstorming meetings were very helpful. Hopefully a few events held before N.N.O. will come to be. He suggested that more needs to be done to promote what we do since many in the Community still do not know about Our Citizens Police Academy Classes or Our Association.
· Windbreaker/Rain jacket Update- Susy:
Susy stated that if members wanted to order jackets they could still do so. That she could take the orders now and that members could pay for them when they come in. She also has Logo decals that can be purchased for $2.00 a piece. Those interested to get with her later.

· Requested Activities Update- Leon:
Leon just touched on the on-going process of trying to get what the Alumni want far as Continuing Education, tours, more interaction with PD and City Personnel by inviting them to attend our monthly meetings.
* The tour of UCPD was a success with (5) people attending.
*As far as a tour of the Bexar County Jail, that is not possible since they no longer provide tours. Sgt. Steve Mihalski working with Guadalupe County to see if we can get a tour of their jail.
* Clarification was asked concerning the committee members and it was suggested that possibly that during some of our meetings that we break up into to such groups for discussions.
* Concerning Request for more dinner meetings if was discussed and decided that it should be quarterly and that we should have them at the places that support the Association. Per Elfi, one of our biggest supports is Fiesta Patio and that they have an area large enough to handle our group. Leon stated he would get with Lane Hibbard to find out the different supports we have.
New Business:
· Member Health Updates- Leon:
David Cantu is still having ongoing health problems and is not at this time able to continue with his volunteer time with the fingerprinting.
Bob Miller (per Elfi) is doing better, he is still weak, but is recovering.
Nell has sent out cards. And if anyone knows of someone in the alumni that is having health problems, etc to pass it on to Nell so she can send out a card.
· F.A.T.S. Update- Leon:
Leon was hoping that they would have had someone at this meeting to talk about the F.A.S.T. But it was not possible. It will be set up at our May Meeting which will be held at The Olympia Hills Golf and Conference Center. This meeting should be short so that those that want to participate can do so.
· Membership Dues- Susy & Leon:
Leon stated that members that know of another member that has not paid their dues to remind them that the dues for 2010 are due. Susy asked for help in knowing who is still a member and who is not. Some mentioned were: The Baumgarters (Dan will check, them might not be active), Carl Beard (he moved and no longer is a member). Don Casey- he should be returning. Roger and Norma Copland (Kris will check with them).Jose & Maria Hernandez, Richard and Sheila F., Jeff Holbrook (Leon will check with him). Robert Lynn Mabry is no longer going to be a member since they are moving out of the area. Susy will be trying to contact them to see if they are still interested in being a member. Emails will be still sent out to these people until they indicate that they no longer wish to be contacted.
Continuing Education- Gary Stein:
· Gary introduced tonight's Guest Speaker, UCPD Office Dave Hill, who will be talking about the Electronic Ticket Writers. The computer was still having technical problems. So other areas were discussed while they tried to get the computer to work. Lt. Fernando Parra indicated this was an ongoing problem, which they needed to get another laptop.
Need for Laptop Computer for Alumni/CPA Class use:
· Dan Hancock put a motion in for the Association to purchase a computer for Alumni/CPA class use. Judy Hinton seconded the motion. Jerry Skrocki suggested a limit of a thousand dollars go towards purchasing the computer. After discussion was made, Dan Hancock and Tom Ingle will look into purchasing the computer and the software needed. The purchase was approved unanimously.
Electronic Ticket Writers: Presentation by UCPD Officer Dave Hill:
· Dave Hill continued on with his presentation without the aid of the computer. He demonstrated how it worked and pointed out how it has aided in cutting down the time it takes to write citations, etc. That it has cut down on the amount of forms they have to carry with them. It eliminates a lot of the “middleman” paperwork and the computer keeps track of everything. It also frees up the dispatcher's time since the Officer can do inquires without them. Currently they have (12) writers/ printers. After his presentation he was presented with a UCCPAAA “Green shirt”.
Library's Silver Anniversary- Sat., June 19 “Fun-Raiser”:
· Guest Speaker Lou Ann Shircliffe of the Friends of the U.C. Library
Events are being held from 14th-19th June in hopes to promote the Library. On the 19th they will have a Day in the Park aimed at children up to age 16 years old. It will be from 10 am to 3 pm. There will be a bouncy machine set up, a Bike Rodeo and are hoping to have the help of the Alumni with setting up a fingerprint booth. Felicia Skrocki and Elfi Koehle offered to bring canopies to be used to cover the areas were the fingerprinting,etc would be done. Per Lt. Fernando Parra, Lt. Denton was in charge of the Bike Rodeo since it is a PD function.
Annual Rummage Sale Update- Felicia:
· The sale will be on Saturday, 17 April at the Skrocki residence. Friday will be the set up day and volunteers will be needed to help with sorting and pricing items. Elfi will be the cashier. They have individuals that have volunteered to pick up large items. No clothing or broken items will be accepted. If an item does not sell and you wish to have it back you must pick it up otherwise it will be donated to another non-profit organization? Ask around and if you find individuals that are interested in donating items they can drop them off as early as April 1st. Last year’s rummage sale made $2,000.00 and it was a rainy day. After discussion, it was decided that the sale only be one day, instead of (2). Since advertizing is expensive, I indicated that I would try to get it put in the Calendar of Events in the NE Herald. Those wishing to help on Friday, 17 April, they will get started at about 0630 hours. A sign up list was passed around.
Next UCPD Tour date (evening) - Leon:
· Since enough alumni indicated that they would attend an evening tour date. Leon indicated he would have to get it confirmed but, hoped to have it next Wednesday, starting at about 7pm.
Handgun Maintenance (cleaning & lubricating) - Leon:
· Leon asked members how many would be interested in getting with the PD and discussing handgun maintenance at a future date. (6) Members indicated that they were interested. More details on this later.

Police Department Update- Lt. Parra:
· Per Lt. Parra, there were no updates at this time.
· Leon Smoot asked for clarification on local verse National Warrants. Clarification was made.
